Who is DOIT?

The Development Office for Information Technology (DO-IT) is a support group under the Office of the President that is in charge of the information technology requirements of the Institute in order to achieve its vision to become the premier institution in integrated engineering and information technology. DO-IT was created on June 2000 absorbing the then Data Processing Department.

What is the role of this Office?

DO-IT was primarily created in order to answer the vast needs and requirements of Mapúa and in catching up with the necessary infrastructure needed in order to achieve Mapúa's mission, vision, and objectives.


Development Office for Information Technology

Information Technology refers to the processes, applications, and equipment by which we access, create, organize, analyze, manipulate, transform, present and communication information in a range of formats including text, still and moving images and sound.

In response to the vast needs of the Institute and to achieve its mission to become the center of excellence in the field of integrated engineering and information technology, Mapúa has created the DEVELOPMENT OFFICE FOR INFORMATION TECHNOLOGY on June 2000. DO-IT shall be in-charge of the Information Technology requirements of the Institute.

DO-IT has embarked on in-house talents and skills in order to put in place the physical and logical network infrastructure in a span of six months enabling and connecting all academic and administrative offices.

For the ever-growing needs of the Institute to integrate information technology in its administrative and academic operations, DO-IT shall play a vital role. And, DO-IT shall gear itself towards the attainment of this goal.

DO-IT is composed of six sections --- Network Administration, Systems Administration, Applications Development, Process, Implementation and Documentation, Research and Innovations, and Makati Operations.


Development Office for Information Technology History

MAPÚA INSTITUTE OF TECHNOLOGY, as a leader in computerized systems, has started its computerized operations in the collection of relevant student information in the 1960’s. Mapua acquired a new equipment such as the IBM XXX and the VMX VAX until the late 1990’s. All these operations were handled by the Data Processing Department under the Office of the Vice President for Administration.

In June 2000, through the initiative of Mapua Institute of Technology’s third President and CEO, Dr. Reynaldo B. Vea, a major revamp was instituted to attend to the needs of the Institute in the Age of Information. The Data Processing Department was absorbed by the new office directly under the Office of the President to attend to all the needs and requirements of all concerned in the Mapúa Institute of Technology.

This office is called the DEVELOPMENT OFFICE FOR INFORMATION TECHNOLOGY. In the year 2000, this office is clustered into four sections to attend the new needs and requirements of the Institute:

NETWORK ADMINISTRATION – headed by the Network Administrator who is tasked to design, set-up and implement the physical network infrastructure including internet connection, configuration of various network equipment, implement first level network security measures, and address the demand of computer access of various schools, offices and departments.

To date, Network Administration has successfully implemented

  • A wired physical network that is robust, scaleable and adaptable;
  • Configured and optimized the use of various routers and switches;
  • Total redundancy of the network infrastructure both on the passive and active network infrastructure;
  • Implemented Wide Area LAN, thereby, connecting new Makati campus to the main campus in Intramuros;
  • Maximized the use of leased lines from the initial 256 kbps to 2.048 Mbps (E1) to the current multi-leased lines;
  • Used the latest protocols to maximize the use of multi-leased lines for load sharing and load balancing;
  • Enforce appropriate level 1 and 2 security policies through the configuration and maintenance of the hardware firewall; and,
  • Implemented a Wireless LAN through the installation, set-up and configuration of wireless access points in various areas of the Intramuros and Makati campuses.

Network Administration was handled by Joseph Keith C. Santos (B.S.E.C.E., M. Eng’g. (E.C.E.), CCNA, CCAI) from the time this office was set-up until December 2004. This was passed on to John Michael L. Mendez (B.S.E.C.E., CCNA, CCAI, MCP) to continue the legacy of this section to attend to the physical network infrastructure needs of the Mapua Institute of Technology for both data and voice.

SYSTEMS ADMINISTRATION – headed by the Systems Administrator who is tasked to set-up, configure and implement user authentication, install and provide electronic mail to all faculty members, employees and administrators, install and restrict internet access, web administration and optimize the use of the network and its vast resources in the pursuit of knowledge.

To date, Systems Administration has successfully implemented

  • The installation, set-up and configuration of the logical network infrastructure using Microsoft Windows 2000 Advance Server;
  • Set-up of the domain structure using Microsoft Windows 2000 Active Directory® Directory Services;
  • Set-up, installation and configuration of the electronic mail services using Microsoft Exchange 2000;
  • Set-up, installation and configuration of the logical internet gateway using the Microsoft Internet Service Accelerator 2000;
  • Initially set-up and launched in January 2001 the official Mapua Institute of Technology website using Microsoft Internet Information Services;
  • Implemented file services to all students thereby making their laboratory hands-on experience easier;
  • Implemented an inventory of all software licenses of the Institute and religiously complied with intellectual property rights; and,

Systems Administration was initially handled by Danilo R. Tiongco (B.S.Co.E.) until late 2001 when the supervision of all tasks under Systems Administration was transferred to Jesus Marie G. Geolin (B.S.C.S., MCP). In late 2002, Systems Administration was headed by Alan R. Desear (B.S.E.E., M. Eng’g. (E.E.), MCSA). In February 2004, to continue to address the needs of the Institute in the logical network infrastructure, this stewardship of Systems Administration was returned to Danilo R. Tiongco.

ELECTRONIC DATA PROCESSING – headed by the EDP Manager is the section that absorbed the then Data Processing Department and transformed itself to modern day data processing in charge of the management of the information systems.

From the later part of the DPD until the inception of EDP as a section in DO-IT, this is headed by Medin A. Padua (B.S.E.C.E.). In late 2001, the stewardship of EDP was transferred to Danilo R. Tiongco. In January 2002, the leadership of EDP was transferred to Joseph Steve E. Serrano (B.S.Co.E., MCSE).

In order to address the concerns and evolve DO-IT to a more responsive department, EDP was collapsed into two new sections in June 2002. EDP became Applications Development (ADS) and Process, Implementation and Documentation (PID). This initiative made DO-IT comprised of five sections.

Applications Development was handled by Rex V. De Villa (B.S.Co.E., MCP), the former Data Base Administrator. ADS was handled by Engr. De Villa until October 2004 when the leadership of this section was turned over to Angelo E. Niar (B.S.Co.E.) and in May of 2005, to Renelen V. Villabesa (B.S.Co.E., MCP). Application Development is involved with the development various in-house applications pertaining to admissions, scholarship, academic affairs, student affairs, registration, payment human resources development, accounting and finance.

Process, Implementation and Documentation was handled by Danilo R. Tiongco. In February 2005, PID is now handled by Ma. Cecilia I. Ablaza (B.S. Computer Mgt.). PID is in charge of the analysis, requirements gathering, documentation of processes and modules, end-user training, production of reports, and software assurance.

These sections have successfully implemented:

  • Enhancement of the Data Base and its migration from Fox Pro to Microsoft SQL 2000;
  • Migration of various registration and payment programs from the file server applications to Client-Server applications;
  • Changes in the enrollment system took place making it faster and more accurate;
  • Real-time creation of courses and sections of all schools and departments;
  • Real-time viewing of room assignments and vacancies;
  • Real-time production of applicants statistics and enrollment statistics among others; and,
  • Interfacing the legacy system to the MAS500 accounting and purchasing software.

INTERNET RESEARCH – headed by the Internet Research Administrator is the section that initiates new technologies and its adoption to Mapua including electronic learning.

Internet Research is headed by Reinier P. Veral (B.S.Co.E.). In line with the re-organization of DO-IT in June 2002, Internet Research was renamed as Research and Innovations thereby applying a wider scope of research and development new applications. This section absorbed Web Administration from Systems Administration.

Web Administration, which is primarily in-charge of the presence of Mapua in the world wide web was headed by Adrian D. San Juan (B.S.E.C.E., M.S.I.T., MCSA). Until November 2002 when the task was transferred to Paolo B. Espeleta (B.S.Co.E.). From November 2003 to present, this subunit is led by Mark Louie F. Gonzales (B.S.E.C.E.).

In a short period of time, this section has produced innovations that made Mapua known in the I.T. world:

  • In 2000, introduced the first SMS broadcast system to the Mapua community using a multi-telco set-up called MAPUATXT;
  • In 2001, collaborating with Network Administration, introduced the use of the RF smart cards to the Mapua community for security, library access, information retrieval of academic, financial and health records making Mapua the first smart campus called ( Integrated Network Access Log-in PLUS CARDor CARDINAL PLUS);
  • In 2003, Mapua Institute of Technology launches the MY MAPUA internet portal that enables students to view their grades on-line, register and reserve of courses and sections, and pay on-line through a partnership with BANCNET ON-LINE;
  • In 2003 and 2004, made the official Mapua Institute of Technology website a finalist the annual Philippine Web Awards; and,
  • In 2004, started in the development of on-line courseware for electronic learning and providing alternative methods of learning;

The stewardship of the Development Office for Information Technology was given by the President of the Institute to Christopher F. dela Rosa (B.S.Co.E., B.S.E.C.E., M. Eng’g. (Co.E.), CCNA, CCAI). This was interrupted in January 2002 until May 2002 when Engr. Dela Rosa opted to pursue a long vacation. The stewardship of the office was transferred to Engr. Tiongco. However, in June 2002, Engr. Dela Rosa came back to lead DO-IT until the present.

In late 2004, the Development Office for Information Technology embarks on its roster of efficient and proficient workforce to head the six sections: Network Administration, Systems Administration, Applications Development, Research and Innovations, Process, Implementation and Documentation, and Makati Operations.

And, to be attuned to the direction of the Institute in attaining its mission and vision, and with the expansion, through, the assistance of the Human Resources Department of the Institute, the DEVELOPMENT OFFICE FOR INFORMATION TECHNOLOGY has implemented a final revision on its organizational chart to address both the requirements of the Institute and attain operational efficiency. This was marked in the middle part of 2005.

The Development Office for Information Technology was divided into two sections with units created under each section to meet the challenges and demand for information from students and personnel (teaching and non-teaching).

The ICT Infrastructure and Operations and the ICT Research and Development are the two sections that comprise the new DO-IT. Each section is headed by a Senior Deputy Director who is empowered to plan, change and manage all ICT resources to the maximum advantage of the Institute.

ICT Infrastructure and Operations (ICT I/O) is composed of three units namely, Facilities and General Services (FGS), Systems and Network Administration – Intramuros (SNAI), which merged the previous sections of Network Administration and Systems Administration, and the newly created Systems and Network Administration – Makati (SNAM) which makes the Makati campus independent of the Intramuros campus in terms of operations and network management. Each unit is headed by a Deputy Director.

ICT Research and Development (ICT R/D) is composed to three units, namely, Applications Development (AD), Research, Innovations and Electronic Learning (RIE), and Process, Implementation and Documentation (PID).

With the new organizational structure, Danilo R. Tiongco (B.S.Co.E.) was appointed as Senior Deputy Director for ICT Infrastructure and Operations while Renier P. Veral (B.S.Co.E.) was appointed as Senior Deputy Director for ICT Research and Development.

John Michael L. Mendez (B.S.E.C.E., MCP, CCNA, CCAI) and Lean Conrad M. Tagalag (B.S.E.C.E., MCP, CCNA, CCAI) were appointed as Deputy Director for Systems and Network Administration for Intramuros and Makati, respectively. Medin A. Padua (B.S.E.C.E.) handled Facilities and General Services, Renelen V. Villabesa (B.S.Co.E., MCAD, CCNA) was appointed as Deputy Director for Applications Development and Ma. Cecilia I. Ablaza (B.S. Computer Mgt.) was appointed as Deputy Director for Process, Implementation and Documentation. With the evolution of the Organizational Chart to attend to the current needs of the office, Research and Innovations became Research, Innovations and E-Learning which is headed by Armi M. Lapidez-Fajardo (B.S.I.E., M. Eng’g. (I.E.)).

2005 marked another movement in the office with Senior Deputy Director Reinier P. Veral chose to pursue specialization courses full time. He was replaced by Armi M. Lapidez as Senior Deputy Director for ICT Research and Development while the vacancy brought by her new appointment was filled in by Vladimir A. Yumang (B.S.Co.E.) as Deputy Director for Research, Innovations and E-Learning.

In 2006, DO-IT has laid out the plan of launching new services for faculty members which will make class room management easier and the launch of the full features of CARDINAL SIM which is the next generation MAPUA TEXT.
